1 Motion under Standing Order 17.22 to elect temporary Chair
1.1 William Powell was elected as temporary Chair.
2 Introductions, apologies and substitutions
2.1 Apologies were received from Alun Ffred Jones. There were no substitutions.
3 The Well-being of Future Generations (Wales) Bill - Stage 1: Evidence Session 14
3.1 The Minister and officials responded to questions from members of the Committee.
3.2 The Minister agreed to:
· Provide clarification as to whether the Welsh Government will seek National Statistics status for indicators being developed to measure progress in achieving the well-being goals;
· Explain how this Well-being of Future Generations (Wales) Bill will compliment and interact with the principles, structures and desired outcomes of the Planning (Wales) Bill and the proposed Environment Bill;
· Provide an update on the role of the Auditor General for Wales in relation to the Bill and to clarify the concerns he has raised in relation to his powers, following his upcoming meeting with him.
4 The Well-being of Future Generations (Wales) Bill: Discussion of evidence
4.1 Members of the Committee discussed the evidence received to date in relation to the Well-being of Future Generations (Wales) Bill.
5 Inquiry into the public forestry estate in Wales: Consideration of draft letter to Welsh Government
5.1 Committee Members agreed the letter.
6 Welsh Government draft budget 2015-2016: Scrutiny of the Minister for Natural Resources and the Deputy Minister for Farming and Food
6.1 The Minister and Deputy Minister responded to questions from the Committee.
6.2 The Minister agreed to provide further information on:
· The sale of forestry by Natural Resources Wales;
· The impact in Wales of UK Government changes to the Energy Company Obligation; and
· The number of Ynni’r Fro schemes and their spread across Wales.
6.3 The Deputy Minister agreed to provide further information on:
· The financial implications of the Control of Horses (Wales) Act 2014; and
· The co-ordination of Government spending on food promotion events.
